New studies offer compelling evidence that confirms what many have always known: teachers are the single most important factor in raising student achievement. Yet, teacher preparation, recruitment and compensation systems developed during the 20th century do not fully address 21st century challenges. Funded for the first time in 2006, the Teacher Incentive Fund program is the Administration’s signature initiative to develop and implement performance-based teacher and principal compensation systems in high-need, disadvantaged schools.
