NPR's Barbara Bradley reports today, a federal appeals court released the final report of Independent Counsel Robert Ray on the firings of White House travel office employees in 1993. As Ray had announced in a preliminary report, he finds that Hillary Rodham Clinton gave investigators factually inaccurate statements as to her involvement with the firings. But he also says she may not have known they were false because she may not have known the influence she had with officials who made the firing decision.
