Halloween night traffic is about to be hell.

Starting at 11 p.m. Thursday, all lanes and ramps on westbound State Road 836/Dolphin Expressway from Northwest 57th Avenue to Northwest 72nd Avenue will be shut down for asphalt placement. The closure will last until 5 a.m. Friday.

For a long time, Laura Randall trekked daily from Palmetto Bay in South Dade to Wynwood, where she worked in an art museum. As she moved back and forth between the suburbs and the urban core, an idea for an art project took shape.

“There was sort of a disconnect between the way we engage with contemporary art in the urban center, versus the suburban neighborhoods on the drive home,” she said.

For the next few weeks, getting in and out of downtown Miami will be a bit of a challenge for people who use I-95 to get there.

Starting this week, parts of I-95 will be shutting down for night-time construction.

Tonight, tomorrow night and Thursday night — all southbound I-95 lanes will be closed — from the Airport Expressway to the Dolphin Expressway between the hours of 10 p.m. and 5:30 a.m.

All northbound lanes on I-95 will also be closed from SR 836/I-395 to SR 112/I-195 on select dates starting Wednesday, also between the hours of 10 p.m. and 5:30 a.m.

The Miami-Dade Expressway Authority has scrapped a summer roll-out of express bus service on dedicated lanes being built on State Road 836, citing “chaos” from a state bill to dissolve the toll agency and replace it with a new entity.

Construction crews are almost ready to apply the red paint that will designate the “Bus Only” status of the modified left shoulders on the toll expressway best known as the Dolphin.

The proposal to extend State Road 836 aims to reduce traffic for commuters in the West Kendall area. Driving the 20 or so miles to downtown Miami during rush hour can take an hour and a half -- or more.

The Miami-Dade Expressway Authority (MDX), the organization behind the construction of the extension, argue it's necessary for alleviating congestion on major roadways from Kendall to Miami. But environmental groups are raising concerns that the freeway runs too close to the Urban Boundary Development line, established a few miles from the borders of Everglades National Park.

A proposal to extend state road 836 — the Dolphin Expressway — in Miami-Dade County could imperil future funding for Everglades restoration, critics say.

Members of the Hold the Line Coalition, a group of transportation and environment organizations, oppose extending the 836 expressway into wetland and agricultural areas outside Miami-Dade's urban development boundary. The proposed 14-mile expansion is intended to alleviate traffic in the Kendall area by providing commuters an alternative to Florida's Turnpike.
