A controversial extension to State Road 836/Dolphin Expressway across Everglades wetlands and protected farm fields would do little to fix crippling congestion in parts of Miami-Dade County, an administrative law judge said Monday.

A fight to expand future development onto farmland around the funky Redland region ended Thursday when Miami-Dade County commissioners agreed to exclude some of the last, and largest, swaths of open land from its master growth plan.

“We’ve heard from military. We’ve heard from farmers. We’ve heard from developers,” said Commissioner Danielle Levine Cava. “Balancing all those interests obviously is extremely difficult [but] these environmental protections... have to be seriously considered.”

Extending the 836/Dolphin Expressway over protected wetlands in Miami-Dade County is drawing new scrutiny from South Florida water managers.

At a public hearing Thursday night on a proposal to extend the 836 expressway, Tim Hyman was especially direct about what he wants.

“Do it quicker,” he said of the plan to build the new highway. “We need the relief. We needed it years ago.”

Less than two minutes later, Kaatje Bernabei stood up and blasted the plan as irresponsible, citing the environment. “We have children in this room. We have grandchildren. One day they will ask you…'what have you done to save the planet?'”

A proposed extension of the 836 expressway in Miami-Dade County is headed to court.

On Monday, two environmental groups each filed lawsuits over plans to extend the expressway 14 miles south into the Kendall area.

When a group of developers wanted to build a new industrial complex on rural land just beyond Miami’s western suburbs in 2015, their zoning application to the county cited the prospect of traffic relief from a historic expansion of State Road 836 by the Miami-Dade Expressway Authority.

Marco Rubio announced Tuesday that he will ask federal agencies to oppose the 836 expressway expansion into West Kendall, a major roadblock for Mayor Carlos Gimenez and the Miami-Dade County Commission after they gave preliminary approval for the 14-mile highway in June.

The Republican senator’s alignment with environmentalists, who say the highway would damage the Everglades and cause urban sprawl, could affect the project’s progress due to federal land swaps from the Department of Interior that are needed before construction can begin.

Miami-Dade commissioners on Wednesday gave preliminary approval to extending the 836 expressway 14 miles into West Kendall, rejecting warnings about environmental damage and urban sprawl in favor of bringing relief to commuters in the congested suburbs.

The Miami-Dade County commissioners discuss on Wednesday the future of the 836 extension proposal. It’s a hotly debated topic, as traffic issues tend to be in South Florida. The Miami-Dade Expressway Authority (MDX), the organization behind the construction of the extension, argue it's necessary for alleviating congestion on major roadways from Kendall to Miami. But environmental groups are raising concerns that the freeway runs too close to the Urban Boundary Development line, established a few miles from the borders of Everglades National Park.
