Possible government shutdown looms amid debate over DHS funding

The government could partially shut down Friday at midnight as Democrats are vowing to block a package that includes funding for the Department of Homeland Security, including Immigration and Customs Enforcement, unless there are major changes to how ICE conducts its work.
