Two Boca Raton area men, who have long histories of run-ins with federal regulators, have been accused of defrauding Medicare as part of what prosecutors said is one of the biggest health care fraud schemes in the nation’s history.

Elliot Loewenstern, a 56-year-old convicted felon who lives in Boca Raton, and Creaghan Harry, of Highland Beach, were part of a $1.2 billion international scam that preyed on the elderly and disabled as part of a complex scheme involving wrist, back and knee braces, according to the U.S. Justice Department.

Loewenstern and Harry, who are accused of bilking Medicare out of $200 million, both appeared in U.S. District Court in West Palm Beach on Tuesday. Both were indicted in New Jersey last week on charges of conspiracy to defraud the United States and soliciting and receiving health care kickbacks. Harry, 51, was also charged with conspiracy to commit money laundering.
