And a lot of local governments are coming up with their own plans to fight climate change, to do their part in a global effort to reduce carbon emissions. But when one city made a bold plan to cut fossil fuel emissions, it led to a huge backlash from Tallahassee that puts a lot of these efforts in jeopardy.
